Poor water pressure is a common complaint in Wellington, and it is often blamed on the wrong thing. People swap shower heads, assume the hill is to blame or decide the city supply is weak, when the real culprit is a toby that was never fully reopened, a clogged valve or old galvanised pipe that has closed up with rust.
We treat low pressure as something to measure. A reading at the boundary and readings at each tap and shower show where the drop happens, and once we know that, we can point you to the cheapest fix that will actually work.
Pricing: quotes are free, and every job gets a fixed price before we start, so there are no surprises on the invoice.

Why Wellington homes lose pressure
Across the city, the Hutt Valley, Porirua and the Kāpiti Coast, the causes we find most often are:
- A toby or main stopcock left part closed after earlier work, or seized with age
- Galvanised steel pipe in older villas and cottages narrowed by internal rust
- A low pressure hot water cylinder fed by a header tank or pressure reducing valve
- A pressure reducing valve that has blocked up or failed
- Debris caught in aerators, mixer cartridges or shower heads
- A hidden leak on the supply pipe bleeding pressure away
- Homes high on a hill close to the level of the reservoir that feeds the street
Hills, reservoirs and your street
In a city built on hills, the pressure you get depends partly on how far below the reservoir that feeds your street your house sits. A home at the top of a steep street in Brooklyn, Karori or Khandallah can have noticeably less pressure than one at the bottom of the same road, and a house down on the flat can have more than it needs.
That is why a single number from a neighbour does not tell you much. We take a static reading at your toby with everything off, then measure pressure and flow with taps running. If pressure is already low at the toby, the supply itself is the limit and a correctly sized pressure pump may be the answer. If it is fine at the toby and poor inside, the problem is on your side and can usually be fixed.
How It Works
Pressure is not the same as flow
Pressure is how hard the water pushes. Flow is how much comes out when a tap is open. A house can show a healthy static reading and still have a feeble shower, because a narrowed or partly blocked pipe lets pressure collapse as soon as water starts moving.
Older Wellington houses often still have original galvanised pipe under the floor, and that is a classic cause of good pressure with poor flow. If the drop happens between the toby and the house, the buried supply pipe is the suspect and may need a water main repair. If it happens under the house, a partial repipe of the worst runs often transforms the shower.
When only the hot water is weak
If the cold tap runs well and the hot is a trickle, the cylinder is usually the reason. Plenty of older homes in Newtown, Mt Victoria and the Hutt still run low pressure cylinders that deliver a fraction of mains pressure, and pairing that with full pressure cold water at a mixer gives uneven, disappointing showers.
The options are to balance the cold supply to match, fit a valve that equalises the two sides, or move to a mains pressure cylinder. We lay out the cost of each so you can choose, rather than being sold the biggest job first.
What affects the cost
The final price depends on what the readings show:
- Quick fixes such as clearing aerators or fully opening a valve
- Replacing a pressure reducing valve or an isolation valve
- Replacing a section of narrowed or leaking supply pipe
- Fitting a pressure pump where the street supply is genuinely low
- Upgrading a low pressure cylinder to mains pressure
Your side or Tiaki Wai's side
Since 1 July 2026, water in Wellington City, Lower Hutt, Upper Hutt and Porirua has been run by Tiaki Wai, formerly Wellington Water. The pipe from the main to the point of supply, usually the toby in a plastic box near your front boundary, is the network's responsibility. The supply pipe from there into the house belongs to the owner. On the Kāpiti Coast the network is run by Kāpiti Coast District Council instead. If the readings show the drop is on the public side, we give you the numbers to report on 0800 842 549 rather than charging you for work that is not yours.
Too much pressure is a problem as well. Homes at the bottom of steep streets can see pressure high enough to make relief valves drip and pipes bang. AS/NZS 3500.1 limits static pressure at outlets inside buildings to 500 kPa, and if we find more than that we will recommend a pressure limiting valve.
Why Choose Cheeky's Plumbers for Low Water Pressure
Readings, not guesses
We take static and running readings at the toby and at each fixture, so the repair targets the exact place pressure is being lost.
Hill sites understood
We know that a hilltop house and a valley floor house on the same supply can need opposite fixes, a pump for one and a limiting valve for the other.
Numbers you can report
If pressure is low before it reaches your toby, you get the readings to pass to Tiaki Wai or Kāpiti Coast District Council instead of a bill for their side.
Cheapest fix first
A half closed valve or blocked cartridge is dealt with before anyone suggests new pipe, a pump or a cylinder upgrade.
Price agreed upfront
Any repair is priced and agreed with you before work begins.
Low Water Pressure FAQs
Why has my water pressure suddenly dropped?
A sudden drop usually means a leak, a valve knocked part closed, or work on the public network. Ask a neighbour first; if theirs is fine, the problem is likely on your property.
Is low pressure normal on a Wellington hill?
Homes high up a street can have lower pressure because they sit closer to the reservoir level. We measure at the toby to show whether the supply is the limit or something on your side is.
Why is only my hot water weak?
Most often the house has a low pressure hot water cylinder or a failing valve on the hot side. Balancing valves or a mains pressure cylinder can sort it.
Will a new shower head fix low pressure?
Only if the old head is blocked. If the supply or pipework is the problem, a new head will make little difference.
Who do I call if the pressure is low at the toby?
In Wellington City, the Hutt and Porirua, report it to Tiaki Wai on 0800 842 549. On the Kāpiti Coast, contact Kāpiti Coast District Council.
Can water pressure be too high?
Yes. Very high pressure wears out tapware and hoses and can make relief valves drip. Over 500 kPa at outlets is above the AS/NZS 3500.1 limit.
