Most people only go looking for the toby when water is already on the floor. That is when they find the box buried under grass or gravel, the valve that will not budge, or a handle that spins while the water keeps running. On a steep Wellington section, the toby can also be at the bottom of a long flight of steps or tucked into a bank by the road.
We sort it out before you need it. We find and test your existing valves, replace any that are seized or leaking, add isolation valves where they are missing and, where it helps, fit a main shut-off inside or right beside the house.
Pricing: quotes are free, and every job gets a fixed price before we start, so there are no surprises on the invoice.

Where your shut-off valves are
A typical home in the region has more valves than people realise. The ones worth knowing are:
- The toby, usually in a small plastic box in the berm or near the front boundary
- On the Kāpiti Coast, a manifold box with a blue lid that holds both the toby and the water meter
- A valve on the cold supply into the hot water cylinder
- Isolation valves on the supply to each toilet cistern
- Valves under kitchen and bathroom sinks, often on the flexi hoses
- In apartments and townhouses, a unit shut-off in a cupboard or service riser
Who owns what at the boundary
In Wellington City, the Hutt Valley and Porirua, the water network is now run by Tiaki Wai, formerly Wellington Water. Tiaki Wai describes the point of supply as the water toby in a plastic box under the ground. The service pipe from the main up to that point is looked after on the public side; the supply pipe from the toby into your house belongs to the owner. Under Wellington City's water bylaw the toby is normally placed about 450 mm from the boundary, in the berm where possible, although older properties do not always follow the pattern.
That means a leaking or seized valve on your side is yours to repair, and a leak on the pipe between the toby and the house is a job for our water main repairs. If the fault is on the street side, report it to Tiaki Wai on 0800 842 549. On the Kāpiti Coast, Kāpiti Coast District Council runs its own water supply, so talk to the council about anything before the meter. If you are not sure which side a problem sits on, we check and tell you before any work starts.
How It Works
Common valve problems we fix
Old valves fail in familiar ways. Gate valves with round wheel handles seize after years of sitting untouched, or the wheel turns but the gate inside no longer closes. Washers in old stopcocks perish, so the spindle weeps every time the valve is used. Toby boxes fill with soil and roots until the valve cannot be reached at all.
We also find plenty of Wellington houses with no isolation valves on the toilets and basins. One failed flexi hose then means turning off the whole property, and a burst pipe at night turns into a flood while someone hunts for a torch. Adding a valve at each fixture makes every future repair quicker and cheaper as well.
What affects the cost
The price depends on:
- How many valves need replacing or adding
- Access to the toby box, especially if it is buried, under a driveway or in a steep bank
- The pipe material and size at the valve
- Whether you want a new main shut-off inside or beside the house
- Combining the visit with other work, such as replacing flexi hoses
A shut-off you can reach in a hurry
For a lot of households the most useful upgrade is a main shut-off where it is easy to get to, such as on the supply where it enters the house or beside the cylinder. That matters most on hillside sections where the toby is down at the street, for older owners, for tenants, and for anyone whose toby is at the far end of a long shared driveway.
We label the main shut-off clearly and show everyone in the house how to use it. It takes a few minutes and it is the single most useful thing to know in a plumbing emergency. If water is already running, our emergency plumber team can talk you through it on the phone.
Tobies, meters and checking for leaks
Most homes in Wellington City, the Hutt and Porirua are not metered, so a leak after the toby rarely shows up on a bill. Tiaki Wai has said it is building a business case for smart meters, which would sit at the toby, but it has not set a date for homes. On the Kāpiti Coast every property is metered, so you can turn off all the taps and watch the meter for movement.
Elsewhere, a quick test is to close the main shut-off inside the house and listen. If you still hear water moving, or the ground near the toby stays wet in dry weather, call us for leak detection before the leak gets bigger.

Shut-Off Valves FAQs
How do I turn off my toby?
Lift the lid of the toby box near the front boundary and turn the valve clockwise until it stops. If it will not move, do not force it with tools, because you can snap the pipe. Call us instead.
Who owns the toby in Wellington?
Tiaki Wai describes the toby as the point of supply. The pipe from the toby into your house is the owner's responsibility. On the Kāpiti Coast, check with Kāpiti Coast District Council about anything before the meter.
How long does a valve replacement take?
Most single valve jobs take under an hour. A new main shut-off inside the house can take longer, depending on access.
Should every toilet and sink have its own valve?
It is good practice. It lets you isolate one fixture without shutting off the whole house.
My toby box is full of dirt. Can you fix that?
Yes. We dig it out, check the valve, and can replace a broken box or lid so it stays easy to reach.
Is a ball valve better than a gate valve?
For most shut-off uses, yes. A quarter turn closes it fully, and the handle position shows whether it is open or closed.
