Porirua was planned from the late 1940s as a satellite city built around state housing, with more than 2,700 state houses in Porirua East and Cannons Creek, post-war state homes at Tītahi Bay, the planned 1970s suburb of Whitby and seaside homes at Paremata and Papakōwhai. Drainage is the part of a building project nobody sees once it is finished, and the part that is most expensive to get wrong. A fall that is too shallow blocks, a joint that is not bedded properly cracks, and a connection in the wrong place fails inspection. In Wellington, where many sections are steep, tight or sitting on soft ground, getting the drainage right the first time saves weeks of delay.

Porirua drainlaying: the boundary rule, reshaped hills and harbour flats

Porirua draws a clear line for drains. Owners look after laterals within their own property boundary, and the council owns the lateral from the boundary to the main. Where a public main runs through private property, the council maintains the last 1.5 metres before the main. Knowing exactly where the boundary falls on a drain run often decides who pays for a repair, so we mark it on our plans and CCTV reports. That evidence saves a lot of back and forth with the council. New drainage and most alterations need a building consent, and Porirua City Council offers free advice on whether a project needs one.

Much of Porirua was physically shaped for housing. Work on reshaping the landscape for the new city began in 1960, and large state housing areas in Porirua East and Cannons Creek went in on rolling farmland and hills. Cut and filled ground can settle differently from natural ground, so we check how a section was formed before setting new pipe and bed it to suit. On the hills in Whitby, where development still continues, steep falls need careful grading and secure access points. Retaining walls on these sections can also limit where a trench can go, so we plan the route around them rather than undermining a wall.

Down on the flats the challenge flips. Land beside the harbour includes reclamation for the railway and expressway, and areas near the Porirua Stream are managed with Greater Wellington for flood risk. Low ground leaves less fall to work with, so levels are set accurately from the start. Wherever we lay drains, downpipes go to stormwater and wastewater stays separate, as the network rules require. On completion we supply as-built details for the council records, which are useful when you sell or extend.

Local tip: Before a drain repair near your Porirua boundary, ask us to confirm on camera which side of the line the fault is, as the council owns from the boundary to the main.

Drainlaying Porirua FAQs

The drain fault is right at my Porirua boundary. Who pays?

Inside your boundary it is yours; from the boundary to the main it is the council's. Where a main runs through private land, the council also maintains the last 1.5 metres before the main. We confirm the location on camera.

Can a plumber do drainlaying?

Drainlaying is a separate licensed trade in New Zealand. The work must be done or supervised by someone authorised as a drainlayer by the Plumbers, Gasfitters and Drainlayers Board.

How long does drainlaying take on a new build?

A standard house is often a few days on site across first fix and final connection, depending on ground, weather and inspection timing.
